The IRS doesn’t take anyone to court because they don’t have standing in any U.S. court. The DOJ prosecutes for the foreign IRS.

Here is further proof that the IRS is not a government agency.
The U.S. Treasury has regulations that delegate government responsibilities to its departments.
The IRS is NOT on the list of U.S. Treasury departments.
Title 31 Code of Federal Regulations, chapter 3 is entitled Organization.
It has never had the IRS.
They won’t even publish this chapter anymore. They don’t want you to know.
