Do you agree that the Constitution does not allow congress to expend public funds on objects of benevolence?

In 1792, Congressman and future-President James Madison voted against a congressional appropriation to assist war refugees. He said “I cannot undertake to lay my finger on that article of the Constitution which granted a right to Congress of expending, on objects of benevolence, the money of their constituents.”

Forced charity is not charity. It is a tax.

Three thousand years ago, Saul did a foolish thing. He forced an offering (contribution, sacrifice) from the people, in order to fund an army when they were about to be attacked by Philistines. First Samuel 13.
